When God's justice in the Old Testament seems harsh, we need to ask ourselves whether we are too accepting of sin. God is absolutely holy and righteous, and the only appropriate penalty for sin is death. This is not a message that should make us despondent; it is a message that should make us feel loved. God Himself came to earth to die in our place. Jesus is God, and He died to free us from the penalty and power of sin. Because of His infinite love for sinful people, He gives us the gift of His perfect righteousness in place of our sin (2 Cor. 5:21). All we have to do is receive this gift instead of refusing to believe we need it.
The Bible Recap covering Amos 1-5 does a great job of explaining how God's justice and mercy go hand in hand: https://www.youtube.com/watch?v=6EWW9N38mFE&list=PLkgWIAVOhHuAVwyG587rctAbAuWFtAv1D&index=204
